Apple Recruitment are recruiting for a Senior Data Engineer – Band 7 on behalf of the Health and Social Care Business Services Organisation Job Purpose: The HSC Data Institute (HSCDI) is a directorate of DHCNI (Digital Health & Care NI) and works across HSC organisations to provide solutions and support to data challenges and initiatives. Empowering the HSC to take patient-centred, data-driven decisions, and to gain insights into the performance of the services delivered by collating, analysing and providing actionable data. This relies on the use of secure, compliant technology and platforms that can scale to meet the needs of end users. The Data Institute is responsible for delivering a transformation agenda in data access and control technologies, and governance to support the secondary use of data for evaluation and research. The post holder will be part of the Analytics and Insight team. This is a crossfunctional data team who play a pivotal role in designing, implementing and maintaining data pipelines and infrastructure to support data-driven decision making and analytics initiatives. The post holder will play a pivotal role in designing and maintaining robust data pipelines and infrastructure, leveraging cloud technologies to deploy a greenfield solution, marking a significant milestone as the first of its kind in Northern Ireland. The post Holder will use their technical knowledge and understanding of the HSC ICT systems and infrastructure to collaborate with ICT specialists and will liaise with the relevant key stakeholders, such as Health and Social Care professionals. Job Description: Setting Direction · Lead the design and implementation of industry standard data models and architecture in line with agreed plans and within agreed budget as directed and advised by the Lead Data Engineer. · Keep abreast of developments in data engineering technologies, tools and best practice and advise on their potential impact. · Use expertise gained to contribute to the development of policies and procedures for the implementation of solutions across the HSC. Service Delivery · Design, develop and maintain resilient, scalable data pipelines and ETL processes to ingest, transform and store data from diverse sources. · Utilise cloud services to build and optimise data pipelines. · Oversee the technologies, tools and techniques used within the team Development and Innovation · Lead the development of enhancements to improve the efficiency and effectiveness of data engineering processes as agreed by the Senior Programme Manager. · Support innovation by proposing new ideals, tools and methodologies to the team and senior management. · Work collaboratively with all stakeholders to share knowledge, coordinate and assist development. Collaborative Working/Key Working relationships · Collaborate with data analysts, data scientists and other key stakeholders across the HSC to understand their data needs and requirements, and translate them into scalable data solution to address complex problems effectively. · Proactively identify data engineering challenges faced by other teams and provide innovative solutions to streamline their workflows. · Work with HSC staff through relevant User Groups providing advice and guidance and influencing future work programmes. Communication and Information Management · Communicate technical concepts and solutions effectively to both technical and non-technical audiences, fostering a culture of data-drive decision-making. · Provide training, workshops and documentation to empower teams with the knowledge and skills required to use data sources effectively. · Develop/deliver training to users or make presentations to user groups/stakeholders Quality · Manage the delivery, testing and implementation of scheduled releases. · Implement data quality checks, error handling mechanisms and monitoring solutions to ensure the reliability and accuracy of data. · Update software and team documentation in line with DHCNI Standards and Practices. Financial and Resource Management · Assist the Senior Programme Manager in ensuring that developments are accurately estimated and delivered to schedule. · Contribute to the financial planning and control of capital and revenue budgets ensuring efficient utilisation of resources. · Assist Senior Programme Managerin the planning and administration of resources including cost monitoring and optimisation strategies for cloud services. A university degree, or professional qualification, relevant to ICT and have worked for at least 3 years in a data engineering role within a major organisation. OR 2. Have at least 5 years’ experience in an ICT data engineering role AND 3. Demonstrate relevant specialist knowledge and experience in the following areas: a. Building data pipelines b. Infrastructure in a cloud environment, preferably Azure c. Database and query design for reporting and analysis d. Data extraction, transformation and loading concepts e. Strong programming skills in Python or R with experience in data manipulation, transformation and analysis f. Gathering and documenting user requirements g.
